The proposed regulation and the subdivision therein are too strict.  Partial nudity in a licensed establishment should be allowed with the proper age restrictions and rules regarding health and safety.  This proposal forces strict moral values upon businesses which do not reflect the moral values of the public.  Regulations should be made for safety reasons.  Pitch something about safety mats at the bottom of entertainer poles and you've got my vote.
