I live in Oxford House - Ann Guthmiller, in Richmond, Virginia. Oxford Houses are democratically self-governing and self-supporting under the Oxford House system of operations. I moved into Oxford House in January 2026, where I have created a chosen family that helps keep me accountable and supports me as I continue my recovery journey. Oxford House has encouraged my growth and self-reflection, kept me from becoming isolated, and offered me a safe place to recover while becoming financially stable. I value the structure of living independently apart from staff, and self-governing gives me a sense of pride. Because there is no time limit on my stay, I experience less stress and pressure, which has improved my quality of life. I support rules that keep people safe, but regulations should be written so that self-governing, self-supporting recovery homes can comply without requiring paid staff. The regulations should also clearly state whether the members of an Oxford House are considered the “operator” when rules refer to an operator. Finally, the regulations should not assume that every recovery home is a commercial business or require business insurance or State Corporation Commission registration from homes organized as unincorporated associations. People should be able to self-govern in these houses. Please revise the rules accordingly so Oxford Houses can continue operating in Virginia.
