I live in Oxford House - Falling Creek in North Chesterfield, Virginia. I am 71 years old and a recovering alcoholic, and Oxford House, in large part has kept me alive since moving here four years ago. The democratically self-governing and self-supporting ideals under the Oxford House system of operations have enhanced that recovery, my life and the lives of my family and friends. I  support rules that keep people safe, but rules that require staff or assume every home is a commercial business would keep Oxford Houses from operating in Virginia, even though research shows our model gets the best results. Please change those rules, and please clarify whether house members are considered the operator.
