I have personally visited Vanguard Landing and observed many times the individuals coming and going. I have also read and studied what Home and Community based guidelines are.

I have listened to perspectives and I know what the Settings Rule stated and I know what they stated in updated guidance in 2019. I have watched and listened to personal friends’ experiences with their adult children in group homes and supervised living homes in other areas of Virginia. My friends shared that in a group home their child was in the house 95% of the time and her housemates were all non verbal and of one didn’t want to go out one afternoon, none got to go. That friend had decided on Vanguard Landing as the next place to move their adult daughter for the amenities and level of support and varieties of activities. Then tragically their daughter got sick and passed away while Vanguard was being built. My friends were heartbroken that she never got that full life that Vanguard was creating. Loving families are the best ones to decide with their children what is right for them so when I see government agencies and other providers who feel threatened by a better provider making false claims of segregation and not abiding by HCBS I am disgusted that they would think they have the right to talk against a new and innovative opportunity for someone that is not in their family. This reminds me of the days that I lived through when the government offered only the state Institutions now renamed training centers. Families and the individuals are the ones who get to decide not government workers and certainly not other providers who feel threatened.
