Dental assistants don't have the education and independent third party evaluating their ability to scale teeth and ensure they don't go below the gum line.  But it there is an issue how is this handled?  It the general public and insurance going to be educated to monitor these new processes? The general public is coming to get their teeth cleaned and not passed around the office for multiple processes.
