I do not believe that a "community" where everyone has a disability meets the criteria of HCBS. HCBS is intended to give people more access to the greater community, not less. By having onsite housing and services, access to the community is limited. I understand that some people might want that, but our understanding of HCBS was that to bill waiver you have to be active in the community. Maybe there is a different billing method for them, but it should not be waiver. I am also concerned about the discharges noted- people with disabilities need adjustment times and it does not seem like Vanguard Landing gave these people any grace. That's not very person centered.
