A key comment I have is that 2060-2100 is not that much in the "Far" Future. 2060 is only 34 years away; 2100 is 74 years away. Those are all well within the live span of half of the people living in Virginia today (median age is 39). This should be considered the "Mid-term" Future. We also need to start acknowledging that the prediction curves don't suddenly stop at the end of the century; the situation will continue to deteriorate in the 22nd century for the children of today's children - unless we take more effective action now.
When looking at the Funding Received on page 85, adding a breakout of funding by county and city would help see what localities are and aren't taking advantage of resources.
