Guidance Document Change: There were several general goals with the V1.2 revisions. One was to correct known errors or typos, such as incorrect regulatory citations, mathematical signs in certain equations, grammar, spelling, and internal cross-references and web links. Revisions also make the VSMH consistent with amendments to the Virginia Erosion and Stormwater Management (VESM) Regulation, 9VAC25-875, effective August 14, 2025, and agency guidance documents that have become effective since V1.1 went into effect. Other revisions include modifications to the construction BMPs to reflect industry standards for materials and revising inspection frequencies to be consistent with the Construction General Permit (9VAC25880). The V1.1 waterbar specification, C-ECM-08, was divided into two separate specifications: C-BMP-08 is the Temporary Waterbar specification; and C-ECM-17, the Permanent Waterbar, which is a new specification and includes the conversion from temporary to permanent. Planting schedules and lists were also corrected and revised to remove invasive species, add more native species, and refer to the most up-to-date published plant lists which are frequently revised based on new information. Appendix H comments
-Incorrect references: It seems that hydrologic information was not intended to be reproduced in the handbook after all. If so, these reference to Appendix H in Appendix A should also be corrected or removed:
A-16 "C = dimensionless runoff coefficient, dependent upon land use (refer to Design Coefficients and
Nomograph Appendix H for reference to acceptable runoff coefficients). "
A-19 "TR-55 provides a graphical solution for the runoff equation, provided in Appendix H. Also, the National
Engineering Handbook provides the runoff depths for selected CNs in tabular form, also provided in
Appendix H."

-Suggest to make font color consistent for table headings where checklists are. If the heading background will be dark as shown, white has better contrast.

-Can the checklists be reproduced as tables that can be copied, instead of images?

-What is the purpose of the checklist on pages Appendix H-2 though H-5? It has more than is needed for a maintenance inspection and seems to include design evaluation or re-design (e.g. drainage area determination) elements that are unnecessary for just ensuring a BMP is functioning as intended. This purpose does not seem to be addressed in the handbook. It may cause unnecessary cost to BMP owners if professionals are directed to complete this expansive checklist that addresses more than just maintenance concerns for the BMPs, like the later BMP specific checklists do.
