Industrial purse seine harvesting of 74% of the Atlantic Coast total allowable catch of Atlantic menhaden within the Chesapeake Bay and its entrance constitutes localized depletion. It's well past time for action to protect menhaden; a moratorium should remain in place until completion and peer review of the ongoing ASMFC single-species and ecological reference point benchmark stock assessments.
