I have numerous reasons.  Way too many to even type out.  This law is so open and can basically be enforced when there is no intent on the hunters part. Who says if an effort is reasonable.  A dog owners reasonable and a non dog owner has diffrent views on that and 2 times in 12 months that’s pretty crazy as well.  That could be an instance from 2 separate seasons.   Definitely has not been thought through at all.
