How does one know for certain the hound is a deer or bear hound?  How come any other type of dog can cross property lines without consequences?  How does an officer know the hound wasn't coaxed across or taken by force across a property line to start trouble.  How does somebody prove a dog was on thier property without capturing and holding the dog, is that even legal?  How on earth do expect your officers to keep this straight?  This is not well thought out by any means and will only lead to confrontation.
