Please reconsider setting limitations on who can be the EOR, employer of record.  Respite should remain an option as well. 
Our family has been unable to find an attendant as well as having great concerns over the safety of an attendant as our son has severe aggression. Currently I am the attendant for our son on the Cccwaover and my spouse is the EOR. This has worked so sufficiently for our family. We have 1 attendant who helps when we desperately need help, she is my sons Grandmother and is getting older so we are not sure how much longer we will have her.
