I just don’t see how i can find specialized care for multiple kids for $16. I need to cover all the school days off and teachers only work 195 days. So im finding coverage for all those days. My kids need constant help and supervision so working on a computer in another room is not an option. 40 hours Is not nearly enough when most of us are working every minute our kids are awake. 
 The 40 hour cap is discriminatory for single parents as we cannot pay for diapers, therapies , medical bills etc on $16. This is our only income. It’s fine to supplement another income.
