Please re-consider who can be an EOR. The entire purpose of this is to allow the person with a disability to remain in their community with supports. By not allowing a parent to be the EOR, you are taking away a huge parental and/guardianship right. This is Virginia! Parents have the FULL right to their child!!!  Do not take away allowing one parent to be the EOR!!!!
