Case Manager Qualifications: Change qualifications to be a bachelor’s degree or higher (why would we refuse someone with a relevant Masters?) in a human service or related field (don’t be too narrow by listing specific degrees) OR equivalent work experience (why would we look past a worker proven to be qualified?).  QBIS: Maybe a good place to start upon initial hire, but a higher standard in needed within a reasonable amount of time (perhaps six months). CBIS is an option, but if that is too much there is large space to be explored between QBIS and CBIS.

Conflict of Interest: Needs further clarification. If conflict free case mangement is a CMS rule does it not apply equally to all Medicaid providers unless the area is so underserved that without an exception it would mean no providers.
