THIS is just another bad rule that will take the much needed support from parents of disabled kids. Technically no one other than parents are willing to be the care giver being paid with such a low rate. Do not see any justification of using a so called 'agency' to screen parents. Feel like another trick to just allocate funds to feed some bureaucratic  department instead of helping struggling families.
