We should make it the policy of the commonwealth that ideologically-based taxes, including the carbon tax, be removed and that regional energy efforts be discontinued as they rarely operate to the benefit of Virginia taxpayers/ratepayers. 

Dominion is the most powerful political force in the Commonwealth. If Dominion wants it, it's generally good for Dominion but not for taxpayers/ratepayers.  Would that this corrupting influence were removed.
