Stay in RGGI as required by Virginia law

Virginia needs to stay a part of the RGGI. We are in a climate emergency and must do everything to mitigate climate change as much as possible. RGGI not only helps reduce Virginia emissions, it also creates funding for communities most vulnerable to climate change and helps them mitigate and adapt to it. We don't have time for Youngkin's petty partisan politics: Virginia's participation in the RGGI is required by Virginia law passed by the General Assembly. Departure from RGGI absent new legislation isn't just the wrong move for Virginia, its economy, and the planet, it's also illegal.
