RGGI is a sham and a scam. Endless shell games with "carbon credits" do nothing for Virginia's environment and don't improve air quality in any way. They aren't meant to. They are meant to (and successfully do) transfer Virginia's ability to govern overweening and opaque monopolies (aka Dominion) out of the hands of Virginians. Stand up to the out-of-state lobbies-- take back Virginian's ability to make Dominion serve the Commonwealth. Virginians (especially those who are living within fixed incomes) can't support a carbon tax, and if we're honest with ourselves we'll admit that RGGI is just a dishonest and sneaky way to institute a carbon tax.
