RGGI is a necessary step in the transition to reducing greenhouse gas emissions from the electricity generation sector.  The revenue is directed appropriately to mitigate impacts from flooding and to increase energy efficiency.

Virginia should seek to be a leader in creating the future economy.  Stay in RGGI.
