RGGI is an excellent working model to improve community health, to encourage energy conservation and efficiency, to reduce pollution, and to provide funding to mitigate adverse effects, like flooding, of climate change. For these reasons Virginia should continue to fully participate.

Virginia joined the Regional Greenhouse Gas Initiative by LAW passed by the General Assembly. The governor cannot unilaterally undo a law duly passed by the legislature… this is basic separation of powers/checks and balances. The Air Pollution Control Board, a regulatory agency, of the the Commonwealth cannot usurp legislative power as it is subservient to the General Assembly.
