The mindless effort by the governor to remove Virginia from REGGI says a lot more about his quest to run for president than it does about good public policy.  REGGI is a market based approach to reducing carbon emissions, something that a venture capitalist should understand, but then being rich says nothing whatsoever about intelligence.   

It is simply irresponsible to attempt by any means to remove Virginia from this program.  It was implemented because of action by the legislature and it cannot be removed by administrative action.....it is the law.  Moreover, the benefits to low income Virginians and coastal communities make this not only a win for Virginia, it is a win for the climate.
