Please strengthen the regulations for Pet Shops so they are the same as the standards of public and private shelters - including the spay/neuter requirements.

The purpose of the Animal Welfare Laws are to protect the animal and prevent unwanted litters from entering the animal shelter system.  Releasing agencies must comply with spay/neuter regulations and the Pet Shops should also comply with any spay/neuter requirements.
