Puppy mills need to be banned, accepting puppies from out of state puppy mills need to be banned. Dogs are classified under livestock which needs to change. The USDA is useless to help abused animals. Laws need to be made for people who love animals and not abuse or exploit them. Laws need to be enforced and everyone all the way up to judges and politicians need to be accountable for these laws.
