I am in favor of unannounced inspection of all pet shops.  There needs to be substantive consequences for failure to comply with the standards of care.

If a pet shops permit is revoked, they should have to wait AT LEAST 90 days before reapplying, especially when is a continual situation. If the shop owner has been found guilty of animal cruelty, they should lose their privilege to ever apply again.
