I have walked into many a pet store That had only a couple of teenagers working and no thought given to empty water dishes and the like. This is ridiculous and cruel.  Honestly, I wish all pet stores would be banned from selling animals that are not "rescues" from local animal shelters but until that can happen they should be regulated at a minimum to the same standards that animal shelters are regulated.
