All pet stores in VA. must be required to meet the same high welfare standards just like the standards required for public and private shelters.  Stiff penalties should be enforced for failure to meet the standards.  All puppy mills in VA should be forced to close with animals rescued from them be turned over to shelter or other non-profit organizations to place them in foster or forever homes.  No pet store should be allowed to purchase animals from puppy mills.  Please provide animals with the needed protection and humane standards.
