Please Regulate pet shops
 

Pet store animals live in terrible conditions with no veterinary care and they keep horrid puppy mills in business. Pet Stores should be made to provide documentation about where the puppies came from.

They are not subject to any civil penalties when they have violations. They therefore have no incentive to correct these violations. Most importantly, if a pet shop operator is found to have committed cruelty to animals, the regulations should explicitly prohibit them from obtaining another permit.

A pet shop whose permit is revoked should not be permitted to reapply immediately, especially in cases of repeated or egregious violations. VDACS should also be able to bring civil penalties for regulatory violations.
