Voter Suppression
 

The material omission changes sounds a lot like voter suppression.  The goal should be to get more people to vote not discourage or downright deny.  Using a proper legal name is valid but date errors and formatting is bureaucratic nonsense designed to deter voters.  The fact that a signature can nullify a ballot is absurd especially when each person's signature is a unique identifier which is a well known authentication method particularly in biometric systems.  Asking a voter to make their signature legible, which is purely subjective to the person reviewing the ballot thereby a flawed process, is also asking the voter to alter their signature which no longer accurately confirms their identity.  I for one have a unique and distinguished signature and if I had to make it legible, then it would no longer be the signature I've used on every other legal instrument I've signed.
