State exam vs National

I am in favor of eliminating the national exam for assisted living administrators then replacing it with a state exam.  VA assisted living facilities are regulated by the state and the administrators must know those regulations to preform their job.  The national exam information does not include the information on the state regulations.  A second concern is that there is currently a shortage of AL administrators and the requirement of the national test would just add to that shortage.  If the administrators do not pass this test, it would have an impact on the work force.  It is possible that facilities would close.  If that were to happen, what would happen to the residents and the employees?

The citizens of VA desire the best qualified administrators for the state's assisted living facilities.  However, the national examination will not provide this and the consequences are going to be devistating.  Again, what will happen to the residents in the facilities and the employees?

Please eliminate the national exam, creating a balance with the federal and state regulations
