I have been a successful Administrator since 2003, and have completed the Virginia DSS approved Administrator's course. I have worked with the long term care population for over 20 years. I work hard to build trusting relationships with families and local long term agencies to provide our residents with needed services.  If licensing the administrators is something the VDH feels is needed I think testing should be on VIRGINIA Department of Social Services standars and not federal guidlines. It seems that most of the resident care problems accross the state are non compliances with the Virginia standards. If we must be testd why not make it based on Virginia DSS standards.
