While I understand the principle behind prorating income/expenses if only some HH members are eligible, the results end up behind unfairly biased towards these individuals. Take an ineligible alien whose income is prorated vs. a legal resident alien or citizen; the eligible family members of the ineligible alien will almost certainly get more benefits than they would be entitled to if the income earner was a citizen or permanent resident. Some people already have the impression that DSS favors illegal immigrants in terms of granting benefits, and if they saw the results of proration of income, it would be hard to disagree. This policy simply does not reflect the standards that we have for all other qualifying groups who apply and it is unfair. Income of ineligible persons should be counted in full .
