I think now regulations is need yet. i agree with the last comment said "I do not believe this regulatory petition is necessary. It's premature since the EPA and the federal government is currently exploring this issue. Additionally, Virginia cannot go it alone to effectively reduce global carbon emissions. I respectfully request the Board to not pursue this regulatory activity."
