I have had the pleasure of working with the Virginia Society of Professional Engineers (VSPE) in addressing concerns involving the proposed 12VAC5-613 text.  I have been tasked with submitting our proposed changes; however, the Town Hall web page does not accept large documents or attachments.  After contacting Melanie West from the Town Hall support staff, it was decided that the restriction imposed by the web site did not prohibit us from submitting comments on the proposed regulations directly to persons in responsible positions via e-mail.  Thus, I have submitted one (1) letter from Blackwell Engineering dated February 4, 2011, two (2) a marked up copy of the proposed text with deletions and needed text changes noted, and three (3) a clean copy of the text with all needed text changes incorporated.  The three files are:
