12 VAC5-613-90-D -- Nitrogen Reduction Requirements for Chesapeake Bay Watershed
 

On behalf of the Northumberland County Board of Supervisors I would like to make the following comments.

The new nitrogen and phosphorus regulations for engineered systems are excessively stringent and far exceed the DEQ reuse standards.  We support a clean Bay but the excessive limit on TN concentration and Phosphorus is unobtainable for small flow generators.  The proposed regulations will have a dramatic impact on land owners either making their property unbuildable or excessively costly to develop.  This is a dramatic change to the on-site regulations and should be examined more closely until more time and thought is put into any changes.  This will affect our citizens and have an impact on the fees and property taxes that we collect.  Consider spending more time in making these regulations work for the people within our communities and local governments.  Thank your for your consideration.
