Bike/walk access

Capitol Square and the connecting streets of Franklin, Grace, Bank, 9th and Governor should all have safe, accessible access to Capitol Square for people walking, biking and using wheelchairs or other mobility aids. The construction on state property around and at the Capitol has cut off and disrupted the public's use of that safe and prevented safe passage to other areas of the city. The ongoing street closures and Draconian "safety" measures on Governor's street are too much. I used to be able ride by bike with my kid to go to daycare in the VDOT building but its impossible now. There also wasn't any forethought given to how parents can safely enter the parking lot at VDOT with all the construction so the center remains closed. DGS doesn't seem to give any thought to the citizens using that area.  I would like DGS to be required to prioritize safe, accessible access to and through the Capitol Square and to look at that area through the lense of non car users.
