Bank Street is critical to the local biking and pedestrian network in Richmond and beyond! Among other things it connects the entire north side of the city to the Capital Trail. Do NOT close off Bank Street for public use! In fact you should get rid of the infrastructure currently blocking and causing an obstacle course there!
