As a state employee, I can tell you this will likely result in increased costs to the Commonwealth. The broader the employee insurance converage, the greater the financial participation on the part of the State (the State portion of the cost of a family plan is greater than the State portion of an individual plan) That being said, this is a good step. HOWEVER, to avoid the potential for abuse and to make enforcement of verification of qualified adults easier, this should be limited to those bound by a civil union or equivalent. Therefore, Virginia first needs to establish and recognize a form of civil union.
I support this proposal, but I would like to:
1)see the estimated cost to the Commonwealth for implementing it., and
2) prefer to see the Commonwealth recognize civil unions and link this proposal to civil union partners and dependents.
