Purpose of Notice:  The Department of Mines, Minerals and Energy (DMME) and the Department of Environmental Quality (DEQ) are jointly announcing the opportunity for members of the public to serve on a stakeholder group that will study the costs and benefits of distributed solar generation and net metering.

Deadline to Express Interest in Serving:  Members of the public who are interested in serving on this stakeholder group should contact the staff person listed below by close of business on April 22, 2014.  Decisions as to the membership of the group shall be at the discretion of the DMME and DEQ directors.  It is anticipated that the first meeting of the stakeholder group will be held on April 28, 2014, in Charlottesville.

Background:  Pursuant to Rule 20 (o) of the Rules of the Senate of Virginia, the Senate Committee on Rules referred Senate Resolution 47 to DMME and DEQ for study, requesting a written report by November 1, 2014.  (See http://leg1.state.va.us/cgi-bin/legp504.exe?141+ful+SR47)  SR47 relates to distributed solar development. DMME and DEQ have been discussing these matters with interested stakeholders since mid-2013.  DMME and DEQ intend to build on these discussions by establishing a stakeholder group to assist with the study matters in SR 47.  This notice serves to inform interested persons about the opportunity to serve on this stakeholder group.  DMME and DEQ are seeking a balanced group of persons with technical and policy expertise regarding distributed solar development.  Members selected for this group will be asked to work collaboratively and cooperatively to study the issues defined by SR47, and to help produce the requested report.
