Public Notice
Notice is hereby given that the Northampton County Wetlands Board will hold a public meeting on
Wednesday, October 21, 2026, to consider and to hear public comments on one application.
The meeting will begin at 9:00 A.M. with a site visit to the affected property. The Board will
reconvene at or around 10:00 A.M. that same morning in Board Chambers in the County Administration
Building at 16404 Courthouse Road, Eastville, Virginia, for the purpose of conducting a public
hearing.
VMRC 2025-2593: Joseph Mercer has applied for a permit to construct an L shaped bulkhead with
return wall to tie into their existing bulkhead. A portion of rip rap is proposed at the
southeastern corner of the new section of bulkhead. The proposed structure will consist of hot
dipped galvanized hardware and marine treated timber. The property is located at 1870 Sand Hill
Drive, Cape Charles VA, and is further described as Tax Map 1040-1-17 along the shoreline of the
Chesapeake Bay.
The application file may be viewed in the Planning, Permitting, and Enforcement Office in the
County Administration Building, Monday through Friday, between the hours of 9:00 a.m. and 5:00 p.m.

by mail or hand-delivery to the Planning, Permitting, and Enforcement Office in the County
Administration Building.
