Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) that will allow the release of wastewater and storm water into a water body in Hopewell Virginia. PUBLIC COMMENT PERIOD: April 19, 2024 to June 5, 2024 PUBLIC HEARING: Multi-Purpose Room, Carter G. Woodson Middle School, 1000 Winston Churchill Drive, Hopewell VA 23860, on May 21, 2024 starting at 7:00 p.m. PURPOSE OF HEARING: To obtain input from the public related to the draft permit for this project for DEQ to consider. INFORMATION BRIEFING: Multi-Purpose Room, Carter G. Woodson Middle School, on May 21, 2024 from 6:30 p.m. to 6:45 p.m. PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater and Storm water issued by the DEQ pursuant to applicable water laws and regulations. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: AdvanSix Resins and Chemicals LLC; 905 East Randolph Road, Hopewell Virginia 23860; VA0005291 PROJECT DESCRIPTION: AdvanSix Resins and Chemicals LLC has applied for reissuance of a permit for the private AdvanSix Resins and Chemicals LLC Hopewell Plant. The applicant proposes to release cooling water, a type of wastewater, industrial wastewaters and storm water at a rate of 166 million gallons per day into a water body. The facility proposes to release the cooling water, industrial wastewaters and storm water in Gravelly Run, Poythress Run, and the James River in the City of Hopewell in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: physical and chemical properties, nutrients, metals, organic matter, solids, thermal, inorganics, and organics. The permit includes requirements for cooling water intake structures. The draft permit for the project has been revised to achieve compliance with ammonia limits and the Chesapeake Bay TMDL Action Plan within four years. Any comment submitted during the previous comment periods are considered part of the public comment file, and it is not necessary to offer the same comment again. Copies of the proposed permit and fact sheet are available on DEQ’s website at: www.deq.virginia.gov/permits/public-notices/water/surface-waters-vpdes. DEQ’s preliminary decision is to recommend issuance of the permit. ISSUES RAISED BY PUBLIC: The previous public comment period was from October 31, 2023 to November 30, 2023. The comments received at that time included concerns with timelines for facility improvements, impacts to drinking water, lack of PFAS consideration, compliance issues, protection of the James River, need for additional limits, need for additional monitoring, need for a new thermal study, need for an updated mixing study, the impact of the water withdrawal, and opposition to the permit. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail or postal mail. All comments must include the name, address or email address of the person commenting and must be received by DEQ during the comment period. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit and application at the DEQ office named below.
