Purpose of the meeting
A public hearing to receive comment on provisions of a draft minor new source review permit for a major modification to an existing major source for the INGENCO Wholesale Power, LLC (INGENCO) Charles City Plant concerning the leachate concentrator system provisions of the permit. INGENCO has applied for a permit to construct a leachate concentrator system at the INGENCO – Charles City Plant. The facility is an existing high landfill gas fraction dual fuel electrical power generation facility. The proposed project would allow the installation of a leachate concentrator fueled by a flare burning landfill gas. The applicant proposes to use 262,809 million BTU of landfill gas for fuel. The facility is classified as major source of air pollution. The maximum annual emissions of air pollutants from the leachate concentrator system under the proposed permit are expected to be: 17.2 tons per year particulate matter/PM10/PM2.5; 18.3 tons per year of volatile organic compounds; 13.1 tons per year of nitrogen oxides; 24.5 tons per year of sulfur dioxide; and 32.9 tons per year of carbon monoxide. The technology that will be used to control the air pollution from the facility is a mist eliminator for the control of particulates and good combustion practices, proper operation and maintenance for the control of VOC, NOx and SO2. The estimated effect on air quality near the facility from the proposed project is expected be in compliance with all applicable federal and state ambient air quality standards. An information briefing will be help before the public hearing beginning at 5:30 p.m.
