Purpose of the meeting
A public hearing to receive comment on a draft Minor New Source Review Permit for Mountain Valley Pipeline LLC's Lambert Compressor Station to be located in Pittsylvania County. The proposed station will consist of two combustion turbines, five microturbines and other ancillary equipment. The facility is classified as a minor source of air pollution and is located at 987 Transco Rd in Chatham, Virginia. Air modeling of this facility, with nearby sources of emissions, has shown that the concentrations are well below the applicable National Ambient Air Quality standards for each averaging period. The maximum annual emissions of air pollutants from the proposed station are expected to be: 12.4 tons per year of nitrogen oxides; 17.3 tons per year of carbon monoxide; 5.4 tons per year of sulfur dioxide; 10.4 tons per year of PM10; 10.4 tons per year of PM2.5; 3.3 tons per year of volatile organic compounds. The applicant proposes to use 1,789.5 million standard cubic feet of natural gas per year. There will be no adverse impact on the air quality near the facility. The air quality will remain in compliance with all air quality standards. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Hand-delivery and postal mail comments must be received by close of business and email and fax comments must be received by 11:59 p.m. on the last day of the comment period. DEQ also accepts oral comments and requests for Board consideration at the public hearing. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The comment period begins on January 8, 2021 and closes on March 10, 2021.
