| Purpose of the meeting In the 2018 Session of the General Assembly, legislation was introduced (HB 363) to prohibit a person licensed by a health regulatory board from engaging in sexual orientation change efforts with a person under 18 years of age. During discussion before a subcommittee of the House, the Chairman of the full committee asked why licensing boards had not addressed this issue in regulation. Subsequently, the Board of Psychology requested that the DHP Director convene a workgroup, composed of representation from professions for which mental health counseling is within their scope of practice (i.e., Boards of Counseling, Psychology, Social Work, Medicine and Nursing), to discuss whether regulatory language is appropriate and, if so, whether there should be consistency across the Boards. Public comments will be received during this meeting and should be limited to 3 minutes per speaker. | |
