The purpose of this Guidance Document is to provide guidelines for the Virginia Department of Environmental Quality (DEQ) for managing excavated soil that is potentially contaminated with hazardous waste under the Virginia Hazardous Waste Management Regulations (VHWMR) and the Resource Conservation and Recovery Act (RCRA) Regulations, as incorporated by reference (See 40 CFR 261, Subpart C and Subpart D). |
