Title Process for School Divisions to Submit Locally-Developed and/or Selected English Language Proficiency Assessments for Board Approval

Summary Title I, Part A, of the No Child Left Behind Act of 2001 requires the state to ensure that local school divisions administer an annual assessment of English language proficiency for all limited English proficient (LEP) students in kindergarten through twelfth grades. For the 2003-2004 and 2004-2005 school years, the state- approved English Language Proficiency (ELP) assessment was the Stanford English Language Proficiency (SELP) test. For the 2005-2006 school year, as outlined in Informational Superintendent’s Memorandum, Number 51, dated August 26, 2005, school divisions were given flexibility to chose the SELP or submit locally developed and/or selected ELP assessments to the Virginia Department of Education for review.
