Reason for Extension:
Proposed regulations to replace the emergency regulations were submitted for approval on 3/17/11 but have not yet been approved for publication. It is now impossible to replace the emergency regulations by the expiration date of 12/19/11.
This emergency extension request was approved by the Governor's office on 1/13/2012.
