This proposed training for waste management facility managers (as I understand it) is nice, but I would also like to see more extensive training for the waste management collection companies, as well as the homeowners associations (HOA's) that let contracts to them.

Also, I would like to see the nonprofits that do clothing-and-household-goods collections put under more stringent regulation, as well.
