Both the Independent Home for Adults and Virginia Adult Care Residence Association will like to address the cost impact of this regulation. When the Assisted Living Facility took over the Licensed home for Adults, the insurance companies became extremely confused about our identity. Many of the new regulation were borrowed from the nursing home industry and the perception was that we were taking care of the elderly a higher risk population. Therefore, our premiums increased drastically.

 When you look at The State Board of Department of Social Services’ minutes you will find our concerns mentioned.  The State of Virginia auxiliary grant program should create a fund that will tack on an additional $150.00 per client to include the increase cost of insurance.  

In conjunction, the report by Jlarc stated the new regulations would hurt the Residential -only Assisted Living facilities. The report stated that the auxiliary grant rate was well below market price for assisted living and likely not sufficient to ensure compliance with the State’s minimum standards.

The regulations have moved from a social model to a medical mode and the state has not address the burden it has put on the smaller businesses. They have not matched the funding to meet their minimum standard that forces us to operate like pseudo-nursing homes. These medical mode regulations make it very difficult for clients with mental health issues to find supervisory affordable housing.
