the plant will be increased by 30%  capacity ( 4MGD to 6MGD) but the TP and TN are being allowed to increase by 50%.  Surely the math is not eluding everybody at DEQ. The quality of the effluent has the potential to get much worse with this variance.  Shouldn't it be be proportional?  If they can meet their specs now, a proportional increase would at least keep the discharge quality the same as it is now..
